The files you have sent are working in my environment, Hiren's Mini XP works without issues.
You've edited them perfectly, I guess the problem is in your TFTP setup.

What kind of environment are you using?
Windows / Linux (Distro?)?
TFTPD32 / TFTPD / TFTPD-HPA?

I am useing Windows XP -SP3 and Tftpd32 ( Ver 4.0 )

I have changed my tftpd32 setting, i did unmark " option negotiation" and mark to PXE compatibility

now i unmark " PXE compatibility " and marked " option negotiation" and it works..

OK the first phase - PXE/TFTP is done.
The problem you are having is with the ISO itself.
Have you used "PowerISO" or something else?
My guess is that you have lost the Boot information stored within the ISO file.

Try making the Custom Hiren's Mini XP ISO again.

- Download Hiren's Boot CD 15.1

- Extract it to a temporary folder (C:\Temp).

- Delete HBCD\Dos folder in order to save space.

- Delete HBCD\Boot folder in order to save space.

- Extract HBCD\XP\XP.wim (using 7zip) to C:\Temp

- Delete files XP.wim, X, XP.BIN in HBCD\XP folder in order to save space.

- Open Hiren's Boot CD ISO file (using PowerISO) and delete all files from it. (Do not close PowerISO with Hiren's Image!)

- Add all files from C:\Temp to PowerISO Console and save as hirensminixp.iso (we do that in order to save the boot information from the original ISO)

- Move hirensminixp.iso to /tftpboot/er/plugins/hirensminixp/

This is the file list of the working Hiren's Mini XP ISO file.

I've also placed the Boot Information File - you can use 'PowerISO' to replace your current Boot in the ISO:

Action>Boot>Delete..
Action>Boot>Add..

IT needs to change path of files and folders (Boot.sdi, i386 & Documents and Settings) from folder "1" (Extracted from x.wim Folder ) to root of iso

Which i found file list sent by you.
