can you post the log files when you try and start the service?
usually tftpd logs to /var/log/messages

i believe you'll find the solution there.
most likely it is a faulty config since the wiki doc is quite old and you are probably using a newer version

when you boot your client what is the error you recieve?
also check your log file in ubuntu /var/log/messages

first you need disable dhcp on your router. second edit the dhcp config file in /etc/dhcp.conf to reflect your network and restart dhcp server.
